Empire State Fellows Program

Overview

The Empire State Fellows program, which includes an educational component developed and administered by the Rockefeller Institute, is a full-time, two-year leadership training program aimed at preparing the next generation of talented professionals for careers as New York State policymakers.

The Governor’s Office will appoint each Empire State Fellow to work directly with a commissioner, deputy commissioner, or other high-level policy maker at a New York State agency or authority, or in the Executive Chamber. While taking part in the work of government, Empire State Fellows will participate in educational and professional development programs that will help them to serve as effective and ethical government leaders.

Eligibility Requirements

Applicants must:

  • Be eligible to work for New York State without employer sponsorship.
  • Not be currently employed in the legislative or executive branches of the New York State government.
  • Have a minimum of five years of full-time professional experience. 
  • Have either an advanced university degree (master's degree, JD, PhD or equivalent) or a Bachelor's degree in combination with other relevant experience.
