At a time when many U.S. universities are just beginning to navigate China's complex political environment and establish new ventures there, the University at Buffalo is marking the 25th anniversary of its successful, and historic, partnerships in China that were the first such agreements with any U.S. university following the normalization of relations between the U.S. and the Peoples Republic of China.

The University at Buffalo ranks 11th among 2,700 U.S. accredited universities in international student enrollment, according to an annual report on international academic mobility released yesterday by the Institute of International Education.

The University at Buffalo has joined with four U.S. universities, a group of Indian institutions and three international corporations to enhance science and engineering education in India using a new satellite distance-learning network operated by the Indian Space Research Organization.

Higher-education leaders from more than 15 countries -- including presidents from 10 overseas universities -- will gather at UB next month to discuss how globalization and government policies are creating opportunities and barriers for international students who wish to study in the United States or elsewhere in the world.

Ambassador Liu Biwei, consul general of the People's Republic of China, led a delegation from his New York City office that today presented a gift of 500 Chinese texts to the University at Buffalo Libraries.

Faced with possible declines in international-student enrollments due to strict post-9/11 student-visa regulations, the University at Buffalo is among several U.S. institutions reaching out to international students by establishing new programs and campuses on international soil.

The University at Buffalo has established a program at the Singapore Institute of Management (SIM) that will lead to a bachelor's degree in business administration from UB. Beginning in June 2004, it will be the first UB undergraduate degree program to be delivered entirely overseas.

The University at Buffalo is joining schools, colleges and universities across the country in the celebration of International Education Week, being held Nov. 15-21.

Beginning in the Fall 2003 semester, the University at Buffalo will offer renewable $2,500 scholarships to qualified international students who are incoming freshmen.

Zhou Ji, a distinguished researcher and scholar who received master's and doctoral degrees in mechanical and aerospace engineering from the University at Buffalo School of Engineering and Applied Science, has been named minister of education of the People's Republic of China.
