    Although implementation of a law that lowered the age at which juveniles in New York State can be prosecuted as adults for some crimes has calmed many critics of the juvenile-justice system, it has done little to hold juveniles accountable for their offenses or reduce the rate of violent juvenile crime, a University at Buffalo sociologist maintains.
