An article in the Detroit Free Press on Detroit automakers that are using pension funds to pay for retirement incentives quotes James Wooten, professor of law and a pension expert, who said, "It was quite typical in the '90s with the market going up. Lots of plans were over-funded, and if they were going to try to downsize, they would fund buyout packages with their excess pension packages. I am not aware of it happening that often among collective bargaining plans."
