New York Times: Election expert quoted on counting prisoners as residents in voting districts

James A. Gardner, professor of law, is quoted in The New York Times in an article about the impact on rural voting districts of the Census Bureau regulation to count prisoners as local residents. "[Because] prisoners don't want to be there, leave at the first opportunity, and there's no chance they can vote, it's taking advantage of a completely inert population for the purpose of sneaking out extra political power," he said.
