Kathryn Foster, director of the Regional Institute, is quoted in an article in the Binghamton Press & Sun-Bulletin about the shrinking student population in Broome County, which lost at least 4,745 school-aged children during the past decade, according to census figures. "People move to opportunity," she said. "They move to where they think they will have the ability" to find jobs.
