NY's closed primary unlikely to change despite voter complaints

An article in Newsday about the surge in voter complaints about New York State’s closed primary system, in which only registered Democrats may vote for Democratic candidates and Republicans for Republicans, quotes James Gardner, interim dean of the UB School of Law, who said angry voters shouldn’t blame state officials. “The decision of whether to open or close a primary and to what degree is up to the political parties,” he said.
