You may appeal a citation if you feel that the parking citation was not consistent with parking regulations, or if there are extenuating circumstances that may excuse you from complying with regulations. When you appeal a citation, the parking fine is placed on hold until a decision is made.
Your completed appeal must be received by Parking and Transportation Services within 15 calendar days from the date the citation was issued. Failure to pay or appeal within 15 days constitutes a plea of guilty. All fines increase if not paid or appealed within 15 days.
Complete and submit the appeal form through the Parking and Transportation E-Business Center, describing why the citation is unwarranted. You will receive a decision within two weeks.
if your first appeal is denied and you wish to further contest the citation, you must submit a request for a second-step hearing to parking@buffalo.edu. Instructions will be delivered to you with the decision of your first appeal.
A panel of three university members (faculty, staff, or student members) can review the decisions made at prior appeals.
These fees are for various violations as outlined in Parking and Traffic Regulations Part 572, Section 8 NY Code of Rules and Regulations.

Any vehicle parked illegally on campus with six or more unpaid citations is subject to towing or booting at registrants’ expense. Vehicles double or triple parked, blocking roadways or parked illegally in handicap or clinic areas are subject to immediate towing. Abandoned vehicles will be towed and impounded in accordance with New York State Vehicle and Traffic Laws. Individuals who are towed or booted will be required to pay a release charge as well as all fines, or make a payment agreement, before the vehicle is released.
An illegally parked vehicle will still receive citations while the boot is in place; removal of the boot as soon as possible is highly recommended. Once a vehicle has been booted, the registered driver/owner will be responsible for all fees incurred (including citations incurred and boot removal fee).
